About me

Thanks for visiting my personal website. I'm a business and policy consultant, adjunct professor, and street photographer. Also a recovering journalist, I keep writing. A bit more about myself:

I consider myself a practitioner/scholar with over two decades of expertise across media, technology, and public policy. Currently, I’m a Partner (Head of Hong Kong and Taiwan Offices) and Co-Chair of Digital Practice for The Asia Group, advising many Fortune 500 clients on geopolitics, national security, and various regulatory issues. Previously, I was Meta’s first and most senior policy leader responsible for Greater China, Mongolia, and Central Asia. As one of the “OGs” for Meta, formerly known aa Facebook, in Asia, I worked for Mark Zuckerberg’s digital empire for more than seven years.

Earlier in my career, I held various editorial and management positions for media organisations including the South China Morning Post (SCMP) and Reuters for more than a decade. Some of my SCMP readers may also remember my popular column “Mr. Shangkong”, named after the combination of the two financial centre cities, Shanghai and Hong Kong.

Concurrently, I’m also a Senior Fellow of Centre for Civil Society and Governance at The University of Hong Kong(HKU). I have been on the HKU faculty since March 2023. At the HKU, I teach "Digital Governance and Society" (POLI8034 / SLGP7018, six credits) for Master students. I’ve been also appointed Distinguished Visiting Professor at the Schwarzman College in Tsinghua University in Beijing since 2024.

I received my Master’s degree in international and public affairs (with distinction) in 2012 from the HKU where I remain a doctoral candidate for my research on misinformation. I have been named a Salzburg Global Fellow (2024), Visiting Scholar of National Chengchi University in Taipei (2023), an alumnus of U.S. State Department International Visitor Leadership Program (2015), Yale World Fellow at Yale University (2014) and an Asia 21 young leadership fellow of the Asia Society (2007). In 2022, I was awarded the “Medal of Friendship” by the President of Mongolia, one of the country's highest and most rare honours for foreigners. I have been on the Board of American Chamber of Commerce in Hong Kong since 2019.

I’m an author of four books about business and politics in China, Hong Kong, and Taiwan, including “Defending Election Integrity in Taiwan” (2020), “The Next Big Thing – How China Challenges Silicon Valley And Changes Global Landscape” (2015), “This is Hong Kong I Know” (2014), and “Foreign Banks in China” (2011). I speak Mandarin Chinese, Cantonese, Shanghai dialect and English.

In my leisure time, I am a collector of Leica cameras.

George Chen is a Partner and Co-Chair of Digital Practice for Washington DC-headquartered business and policy consulting firm The Asia Group. Concurrently, he is also a Senior Fellow for the Centre for Civil Society and Governance at the University of Hong Kong (HKU), for which he has helped to launch and lead the Tech for Good Initiative. A practitioner–scholar, George’s career has spanned media, technology and policy for over two decades. George served as Meta/Facebook’s first-ever Managing Director of Public Policy for Greater China, Mongolia, and Central Asia for more than seven years, making him the most senior policy representative in the field for the American tech company.

George also served in various editorial and management positions for major media organisations including the South China Morning Post, Reuters, and Dow Jones. George was a 2014 Yale World Fellow and a 2015 fellow of the State Department’s International Visitor Leadership Program. In 2022 George was awarded the “Medal of Friendship” in 2022 -- one of the highest honour for foreigners -- by the order of the President of Mongolia for his years-long contributions to Mongolia’s IT industry development.

Facebook supported the inaugural edition of TEDxTongChongSt on November 19, 2019, with distinguished speakers including former Hong Kong Financial Secretary John Tsang and Facebook Vice President and Head of Greater China Jayne Leung. This is a highlight video of the TEDx talk, held in the Facebook Hong Kong Office — just a block away from the historic Tong Chong St, the birthplace of Hong Kong’s successful sugar refinery business.

陳澍(George Chen)職業生涯橫跨傳媒、科技和政策等領域逾二十載,目前他擔任總部設於華盛頓特區的美商亞洲集團(The Asia Group)合夥人,並兼任集團數位政策聯席主席職務,為不同行業客戶提供地緣政治及公共政策等專業諮詢服務。陳澍同時也是香港大學公民社會與治理研究中心高級研究員,並在港大政治與公共行政學系任教。此前,陳澍曾出任Meta(Facebook前身)公共政策董事總經理達七年之久,所負責用戶及市場橫跨大中華、蒙古及中亞各國。2022年,蒙古國總統授予陳澍該國對外國友人最高榮譽“友誼勳章”,表彰其長年推動蒙古國科技發展。

陳澍亦曾於路透社(Reuters)、香港《南華早報》(South China Morning Post)等國際主流媒體擔任編輯及管理層職務。2014年,陳澍被耶魯大學任命為耶魯世界學者,他亦於2015年應邀加入美國國務院國際領袖人才訪問計畫。陳澍目前還是香港大學公共行政學博士學位候選人,他的論文主要研究言論自由與不實資訊的關係。
